Most technology founders enter regulated industries reluctantly, deterred by compliance requirements and slow institutional cycles. Justin Fulcher made regulated environments the center of his career from the start, co-founding a telemedicine company at age 21 that aimed to bring healthcare access to populations across Asia.

The Telemedicine Gap in Asia

When Fulcher co-founded RingMD in 2013, the problem he was trying to solve was straightforward even if the execution was not. Large portions of Asia had mobile connectivity but lacked reliable healthcare infrastructure. Physicians were concentrated in urban centers, leaving rural and underserved communities without consistent access to care. RingMD connected patients with doctors remotely, building its platform to function under conditions most technology products avoid: low bandwidth, inconsistent infrastructure, and fragmented regulatory environments across multiple countries.

Reflecting on the mission, Fulcher noted that healthcare is one of those things that affects everybody, and without basic fundamental healthcare access, many parts of the world are left at a serious disadvantage. That framing shaped the design choices behind the platform, which prioritized reliability over features and adaptability over elegance.

Recognition and a Transition

By 2017, the work Fulcher had put into RingMD earned him recognition on Forbes Asia’s 30 Under 30 list in the Healthcare and Science category. The acknowledgment came as the company had already expanded to multiple countries, demonstrating that the platform could hold up across different markets with different regulatory rules.

Fulcher eventually stepped back from daily operations at RingMD, though he remains affiliated as a board member and minority shareholder. The experience grounded his understanding of what it actually takes to build systems that function in environments where failure is not just a product problem but a human one.
